Fiscal Year 2013 Budget Development

Welcome!  The college’s budget is a consultative and participative annual process.  The information contained on this web-page is designed to provide a transparent process which clearly identifies the timelines and various opportunities to learn about the budget process and provide input.  We look forward to a successful budget cycle and your valued input into the process. 

This website will be updated regularly with additional information and links. Please use this as a reference for any concerns you may have with the College's budget to be kept abreast of any developments.

Financial Outlook

Minneapolis Community and Technical College is faced with a budget shortfall for fiscal year 2013, currently estimated at $2.6 million (see table below), and $4.2 million in 2014 under our current assumptions.  This shortfall can be attributed to the following:

As such, it is imperative that the College take action to meet this shortfall in order to preserve its strong financial position.  The College’s Budget Department is seeking input from employees to consider their work areas and contribute their own suggestions to help balance the FY 2013 Budget.  Over the course of the next two months, meetings will be held at the departmental level that will ask employees for their suggestions in helping the College manage its financial position.  In addition, we will be offering the ability to submit suggestions via this website anonymously (see below).  The College’s guiding principles of its budgetary process are provided to help align your suggestions with the College’s budgetary principles . 

Your suggestions will be reviewed and considered in making the first draft of a balanced budget for FY 2013. The draft will be available in April and will include recommendations for tuition rate increase and expenditure changes. Time will be given to hear your reactions to this proposed draft. Your comments will be considered in making the final budget, set in early May.

  1. Strive to match the educational need of students to program offerings
  2. Identify core services based on college-wide priorities
  3. Improve the quality of services to student in order to promote academic success
  4. Based on factual review of all relevant data
  5. Reward collaboration and cooperation as an indicator for improved efficiency and effectiveness
  6. Provide the greatest benefit to students, college, and community
  7. Reduce duplication of effort and resources
  8. Ensure program offerings best match industry needs
  9. Support implementation of college strategic action plan.

These suggestions have been shared with MCTC administrators indicating that suggestions should be shared with appropriate faculty and staff for further discussion and possible implementation. Feedback will be collected and shared at the end of May, 2012.

The following financial management principles will be factored in when making budget decisions:

  1. Establish a tuition and fee structure that minimizes costs to students, sustains essential college services, and factors in the level of state support
  2. Prioritize requests based on funding source, justification, and alignment with the College’s goals and objectives
  3. Balance operating revenue and expenditure budget for all funding sources
  4. Define and protect fund balance before making any one-time, strategic expenditure decisions
